Not according to Microsoft <g>. The Knowledge Base article
"Q165715 - WD97: Applying Single Border to Selected Text Sets All
Borders" claims that borders are applied all around "by design."
One might well ask, "then why are there four buttons, each of
which looks like it adds a line on just one edge of the selected
text?"

Anyone know if this has been fixed by a service release? I
wasn't able to glean that from the Knowledge Base.

In the meantime, the field codes solution that Beth referred to
appears to work just fine (Note: Use Alt+F9 to toggle "view
field codes" on and off.):

1. From the Insert menu, select Field.
2. Under Categories, select Equations and Formulas; under Field
names, select Eq. This inserts EQ in the Field codes box.
3. Click Options to open the Field Options dialog.
4. On the Options tab, select the \X() switch, then click the
Add to Field button. This inserts EQ \X() into the Field codes
box. The \X switch alone adds a line all around the text. To
specify a line on a particular side, type one of the following
just after the switch:
\to -- above
\bo -- below
\le -- to the left
\ri -- to the right
5. Also in the Field codes box, type or insert the text to be
"lined" between the parens. The entry in the field will look
something like this:
EQ \X \to(this text has a line above it)
6. Close OK to close the Options dialog, then click OK to close
the Field dialog.

Note: You can also do the whole thing without benefit of menus
and dialog boxes: With field codes visible, press Ctrl+F9 to
insert a field code, then type the switches, options, and text to
be "lined" (in parens) between the brackets. Toggle "view field
codes" off, et voila.
