Ouch. I think you're right -- these people don't have a clue.

But who, if anybody, looked at the developers'
portfolio/samples/whatever you want to call them? I can see why you
might feel guilty if you had been given the opportunity to see their
previous work and hadn't noticed how bad it was, but if (a) you did see
it and for some reason the same errors were not made before, or (b)
somebody else either looked at their previous work or decided it wasn't
necessary to check them out, then not only do you have nothing to feel
guilty about, but you have the opportunity to write a good constructive
"here's what we should do next time" memo to management.
