If you include the UK as part of europe, I can assure you that you are wrong.
To require a photo (unless the job is for a model or actor or similar where
looks are relevant) would almost certainly be seen as a way to promote racial
discrimination. We have laws against that sort of thing.
I have never seen a request for a photo, and no resumes ever submitted to me
have had one.
