I get evaluated on my technical expertise (on both the tools I use
and the products I about which I write), my ability to work with
people (read: programmers, and my ability to obtain/cajole/beg
info), my ability to meet deadlines, other organizational
relationships, my ability to communicate (both verbal and written),
my ability to work without supervision and to get done what needs to
be done, flexibility (this is in light of constant changes in
schedules)... there's more... need I go on? <grin>

Oh, I am a one-PERSON department (notice the gender change there?
<grin), and I likely am in the same situation as Grant (i.e. what do
you do with me?).
