As a matter of fact, a few times the state sent me
official forms that I couldn't read because they were in Spanish.

** Till I saw the above remark, I thought the following point was too
trivial to mention, but... one reason for having an official language is to
guarantee the citizenry that a malevolent or malfunctioning government
won't obscure its workings behind a screen of incomprehensibility.
Of course, some would say the US government is perfectly capable of
doing that in English...
