According to some taxonomies (paraphrased from memory):


Data becomes Information when it is organized into a form (document, story, presentation, table, etc.)
Information becomes Knowledge when it is internalized.
Knowledge becomes Wisdom when it is used as a guide to right action.


In this scheme of things, everything a technical communicator does is creating information. 


INHO: One of the defining roles of a technical communicator is to take Information from an SME, break that Information down into Data and then synthesize that Data into Information that is appropriate for a different audience. (I also call this my "digestion" theory since it parallels how our bodies break down proteins into amino acids and then make our human proteins out of those acids.)
