High-quality on-screen display of graphics is a challenge; if you need to support different Reader versions, things get even more complex (hard-coded screen display resolution of 72 dpi at 100% in Acrobat/Reader 5 or earlier; default 96 dpi in Acrobat/Reader 6 and 7).

If the PDFs are to be displayed in Acrobat/Reader 6 or higher, there is a new possibility of displaying linked JPEG images in a floating window: http://www.microtype.com/showcase/MultimediaAsst/Jpeg_linked.pdf (33K)
Such images are not affected in any way by Acrobat Distiller.
