In my limited experience, StarOffice seems to write very clean HTML.
At least, pages don't change appearances when you change browsers.
The reason may be that it relies on XML for its import/export
filters, so that producing HTML is fairly straightforward. However,
I'd want to dig a little deeper before confirming this absolutely.
It's available for Linux and Windows, and should be available
shortly for the Mac.
