The first question you should ask is who will be browsing these files. If
you're writing for a specific audience with known browsers, you can write to
those browser's capabilities. If you're writing for the vast unwashed masses
on the Internet, you might consider using GIF graphics for those special
characters, or for the entire equation (I presume that's what these are for)
in which those characters appear. GIFs are much clunkier than text from the
author's perspective, but at least you're guaranteed that everyone will see
exactly what you want them to see.
