EVERYONE I've ever interviewed for has wanted samples...even if only to look
at during interviews. I don't know how you can avoid presenting materials
and still get hired!

But what if it's an agency or a headhunter who wants samples they can show
to other potential clients? Is this a viable marketing strategy then?
