Here's my suggestions.

Go down to the local parts store and start looking for names and
addresses for after-market manufacturers of parts. Many parts include
instructions that had to be written by someone.

Go to the library and use the Corporate Report Fact Book to look for
manufacturers of automotive-related parts. You may well find
manufacturers located in or near your area.

Using these two avenues and your experience as both a mechanic and a
tech writer, you might very well be able to pitch some freelance
assignments from some manufacturers.
