Joyce,

If the five-step numbering is lost on the page, you might
try adjusting the page layout to emphasize the numbers.

For example, put the number in a box, make it 72 pt, and
put it in a column/frame to the left of the body text. This
gives the reader a strong visual cue that they are following
a series of steps.

You can achieve this effect in both paper and online docs.
