I don't know about the (capital p, capital l) Plain Language movement,
but for a marvellous essay on plain language you can't go past George
Orwell's classic 'Politics and the English Language'. It's in his
collected non-fiction -- try your local library.

E.B. White's postscript on Style in 'The Elements of Style' (a.k.a.
"Strunk and White") is also excellent.
