Laura,

I think that, it would depend upon the usage. As a thumb rule, use
`percent' in the text, while use `%', in tables, graphs, charts.

Ofcourse one has to check the balance of the sentece - like you cannot
load `percent' or `%' in a single sentence - you have to maintain the
aesthetics of the line or the page.
