I'd suggest the following clear, user-friendly, concise, reference books on
writing procedures: U.S. Department of Energy publication DOE/NE/SP-0001T,
"Writer's Guide for Technical Procedures;"
"How to Write for the World of Work," by Thomas E. Pearsall and Donald H.
Cunningham; and "How to Communicate Technical Information," by Jonathan
Price and Harvey Korman. The last two books aren't specifically about
procedures, but they do touch on them and they provide some good pointers
and ideas.
