If you get the Windows Help Authoring Guide, there is a lengthy chapter that
describes RTF semantics. You can download the file by ftp.

ftp to cica.indiana.edu
log in as anonymous.
look for whag.zip in ftp/pub/pc/win3/programr

(I'm not 100% sure about the last directory, but once you get to win3 you can
look around.)
You can also download hag.zip. It is the same document as a Windows help file.
whag.zip is 1.4MB +/- hag.zip is about 500K
