In brief, in order to get a book published here's what you have to do:

Write an outline of the complete book. The outline should contain at minimum
the chapter titles and the major headings under each chapter title.

Write a chapter of the book. It doesn't have to be the final version, but it
should be fairly polished.

If possible, have a subject expert review the material for accuracy and
completeness. Revise your material, if necessary.

Send a copy of the outline and the chapter to a publisher with a cover letter
stating the importance of the material, the intended audience, and that it's
been reviewed by an expert in the field. Research the publisher carefully to
make sure they publish books in the same field as your book.

If the first publisher declines to publish it, send the book to another one
after taking into account any comments the first publisher might have made
about why the book was declined.
