It's an unusually specific requirement which, as Ed says, suggests that they've had a recent bad experience.

A likely interpretation is:
"Doesn't ask SMEs unnecessary questions." This is reasonable and a good thing.

If it means "Doesn't ask SMEs necessary questions" then this is very much *not* a good thing.
