I know Visio 2013 moved to a new file format but is there anything else I
need to know when choosing between 2010 and 2013 versions? I'm using
Windows 7 on my work laptop.

Several months ago I asked a similar question, on this list and another. And I was choosing between Office 2010/2013 in addition to Visio. I've purchased Office 2010. I haven't yet installed Visio on my new system (Win 7, and a new system was why I was asking which Office version to get as well as which Visio), so no personal experience yet. But here are a couple of replies from back then:

I ran into this very issue [the new .vsdx format] on my last project. I have Office 2010 and Visio
2003 Professional. Everyone in the client's office who performed any kind of
analysis had Office 365 and Visio 2013.

As I see it, the main reason to get Visio 2013 is that it can link to Excel
in real-time. So if you make a change in an Excel spreadsheet and it is
linked to a Visio 2013 diagram, then the Visio data is automatically updated
as well.

Since Visio 2003 cannot read VSDX files, I just asked the engineers to save
their files as VSD for distribution to me.

Office 2010 worked fine for me for years. Donât use Visio.

Upgraded to Office 2013 on a new Windows 8 laptop last fall. Worked fine until this spring. Whole installation got corrupted. I couldn't reinstall from my downloaded setup.exe. I tried for a week to download an updated installer. It either wouldn't download or wouldn't run. Tried many steps, googled many queries. Uninstalled failed setups many time.

I gave up. Reinstalled my Office 10 from my disc. Installed clean and has run fine since spring. No issues with Office 2013 files from colleagues.

YMMV.
