It's rare that the document team can be sold as the cause for a rollout disaster. The same mentality that makes documentation a low importance function during allocations makes it hard to turn it into a viable scapegoat.

From the initial description, it sounds to me as if the situation is the result of a lack of attention to documentation in the first place, followed by the appointment of a manager who suffers from a typical tech writer syndrome: the inability to push back on unachievable goals.
