The Cute PDF Pro application lists commenting as one of its features, but doesn't say whether PDFs it creates can be commented to by anything other than Cute PDF Pro. So no idea if reviewers with the free version or Acrobat Reader can comment.

Your deadline, tool support and manager issues make me think more along the lines of not having a paddle than frying pans.
