Still doesn't change the fact that these items have no X-Y relationship with each other and no reason to be in a table rather than a list. The list should be a simple one-column read and the callouts that reference it should have a standardized layout (for example, clockwise around the object).

If you're going to use tables, you should have the numbers in column 1 and the item names in column 2. There's a reason why Word table-to-text produces the table layout it does from a numbered list.

If your current documents have a disorganized mish-mash of bad layouts, don't just pick one of the bad layouts to standardize on. Do new documents sensibly for the benefit of the reader and not just because it's easier to do and then fix your old ones as time and schedule permits - or at least make it a policy to correct the figure callouts and lists with future updates.
