Android, iOS, and Windows Phone are operating systems just as much as
Linux, Mac OS, and Windows are.

Any application you install on Android or iOS is an "app," no matter
how wide a variety of system resources it uses.

Applications that install on my Squeezebox are "apps," even though it
runs Linux.
