1) There are dogs for the deaf; they're called "Hearing Dogs". They use a nudge or other physical-contact signal to alert their owners to specific sounds (like a baby crying, telephone ringing, doorbell).

2) The sign is not actually absurd. The audience is sighted people who try to bring their dogs into the post office. The blind already know that they are allowed to take their dogs with them wherever they go.

Sort of begs the question:

Are there dogs for hearing impaired individuals?

And if so, do we refer to them as "hearing-ear" dogs?
