He wants to be unique and has given himself titles that are not widely used, if they are used anywhere other than in his bio. "Mark Baker is a Content Strategist and Structured Writing expert..." That description fits professional technical writer or Technical Writer IV. He doesn't even include business analysis in his description while many technical writers use business analysis in document production.

The term "content engineering" suggests that the form of the content is what is important and not the substance of the content. The substance of content must be produced by a writer, while the form can be changed by an editor. So it sounds like "content engineer" is someone who makes content look pretty or merely produces content to fill a need to occupy a space and not to satisfy a functional purpose to achieve a useful goal.
