The important thing to remember is that you are considered "self-employed" the moment you start trying to drum up business, whether you actually get any or not. So depending on where you live - and it sounds as if they really check up on this stuff in PA - until you actually land your first paying contract and are off UE you should stick to distributing resumes. If you want to have cards, order old-fashioned "personal calling cards" that just have your name and contact info and possibly your occupation that you can attach to your resume, and hold off on "business cards" with a slick logo and motto or getting a business license with your local govt. for now. The earliest time you HAVE to declare yourself self-employed is when the time comes to make that first quarterly SET payment to the IRS. Until then, be a "job seeker who is willing to work W2 or 1099," rather than hanging out a business shingle.

I think it is good for everyone to learn the laws of their state, since it looks like a simple side business, whether it generates revenue or not, can lead to trouble.
