Hmm. I have no idea how things work there in the US; who would turn
you in to whom for investigation?

The people in those departments work on a system that rewards them for meeting goals that would never occur to those of us on the outside. The investigation people are probably rewarded for discovering things to investigate, even if they is obviously nothing worth investigating. Over in the "welfare" department, so I have heard, it's the other way up, and the reward is for maintaining a large case load.
