I'm trying to do something similar using RoboHelp, which I
complained a bit about last week. I tried to create an HTML and CSS-only
drop-down menu, which works just fine in Firefox, but not IE8. IE8 is of
course the company standard, so I've temporarily ditched that effort to
put out other fires.

So, if you have a controlled-browser environment
and/or don't need to support IE prior to the latest release (IE9), then
you're home free. If not, then you'll need some sort of scripting, most
likely JavaScript.
