You don't need to get cloud accounts to use Acrobat X Pro review tools.

You can do a shared review by putting the comment-enabled PDF on a
file server or Sharepoint server on your network, or a non-shared
review by sending copies around by email or whatever, just as in
version 9. Reviewers can use Reader 9 or X.

As I recall, the UI for enabling comments in Reader has changed and is
somewhat confusing. I only installed a trial version to see if X fixed
a bug in 9 so I don't have it here to check the sequence of commands.
