And in fact calling a person "a fraud" has usually implies that
someone's public life is based on a deception -- not that they are
criminals. For example, the guys in Milli Vanilli were frauds because
they did not actually perform the songs they won awards for. I don't
believe that's actually a crime.
I would not call a 419 scammer "a fraud," though. People are hoaxers,
scammers, inside traders, Ponzi schemers, etc. I suppose "fraudster" is
a useful enough umbrella term for actual criminals. With half a million
uses already recorded on Google, though, I think the branding ship has
sailed.
