User. Keep it simple. And don't risk the growing problem of wandering
apostrophes.

Or, as others have suggested, drop the "user" concept entirely:
Maintenance Manual, Operations Guide, API Reference, etc.

If you want to stay with "user," quit worrying about the singular
suggesting you only have "one user." It's an abstraction -- _a_ user,
not _the_ user.

I assume you'll ship more than one copy of the book, but that doesn't
mean the title should be "Users Manuals"!
