If my understanding of BLS data collection is correct,
it's based on job titles, which means that BLS data is
derived from everyone whose employer reports their
job title as "technical writer," as opposed to the old 
survey data that came from those who "tend to take the 
profession more seriously-and therefore tend to be 
better compensated."
