Of course, *anything* is "subject to change or
discontinuation when conditions in the business change"
Including my continued choice to work there.

I've had some form of flextime at almost every
civilian employer I've worked for. It is no longer novel
enough to be considered a special gift that the
employee should be especially grateful for, but rather
just another factor of employment.

Were flextime to be taken away, I would, as with any
negative change in my employment conditions, need to
seriously evaluate whether I still wished to work for
my employer. No, I'm not "entitled" to flextime, but
neither is my employer "entitled" to my services.
