Geoff,
Dell has several different lines. The less expensive ones come in
limited configurations--and those are made by a subcontractor in
Taiwan and are usually untouched after being boxed there until the
customer opens them.
They do assemble the rest partly or completely themselves. They have
been very clever for years in cost-reducing that assembly process, and
in specifying various components that allow them to continue to drive
cost out of it.
What they don't assemble would be displays (any type), lower-line PCs,
projectors, printers, and (I *think*) laptops...although with those
they may well do installation of additional memory or other optional
components.
