It's all in how you represent the variables and then in how your various
tools handle XML roundtripping and their internal functionality.

The elements used could be individual elements for each variable, a single
element for all variables with an attribute for type and content for the
value, a single element for all variables with an attribute for type and
an attribute for the value, or a mixture of different approaches.

With FrameMaker for example, it would be a simple matter of defining
certain elements as variables in the R/W rules. In other tools, you'd have
to investigate their functionalities. At a minimum, it would be easy to
XSLT the content of elements and attributes identified as variables.
