Yep. First, make the whole document read-only. Then you can go back and mark the sections that you will allow people to change. See Tools > Protect Document.

Hi Everyone!

I know a document can be protected against people adding Styles, but can I prevent users from working on particular sections? For example, completely ban them from editing the footer/header, a certain page, etc.
