embedding Flash movie in compiled HTML help

Have you been able to launch a Flash movie (.flv file) from within a compiled
HTML help project?  Can you tell me how?
 
I use RoboHelp to produce compiled HTML help and WebHelp for a software
product that runs on both Windows and Linux.  The only way I've been able to
include a Flash movie in the compiled help is to (1) use Camtasia to output
an SWF file that contains the movie and  (2) import all the Camtasia output
files --there are 6 of them--into the RoboHelp project as "baggage."  The
problem with this is that the SWF file is huge--30 MG.  A Flash FLV file with
the same movie is about 1/3 the size.  
 
Launching the FLV from the WebHelp is no problem; I just link to the
corresponding Flash html page.  But the compiled help chokes and gives a
message "unable to locate file."
