It's pretty much what you want to make of them. What is in a word?

That said, many people seem to think that a User Guide is oriented toward how to use functionality. How do you perform actions. The User Manual is organized toward information and what it does, what the screens are. One shows you how to do specific functions, the other discusses the functions, discribes the screens.

The first does, the latter discusses information.
