I have to disagree. As I said in my previous post, I've had good luck using outline numbering as I described. I had some of the typical numbering problems you're trying to avoid before I figured this out. You don't have to manually number sub-steps. You can use outline numbering successfully, and even painlessly, if you set it up right in a clean template with the styles attached to the outline levels. Granted, you need to use Word as only power users seem to, but the same is true of the SEQ practice.
