There ought to be a contract with the customer, and it should state
what they are to receive and what they are allowed to do with it.
Perhaps there will be a non-disclosure. Perhaps after you tell your
management the consequences of handing over Frame source, they will
decide it was not a good idea to have made that promise (oops!), and
what are they going to do now?

If I were your company I would only supply the PDFs or perhaps vanilla
ASCII text, unformatted except for paragraph breaks and such.

My company has decided that we will not translate our docs. Our
customers will be responsible.
So now, our doc team is faced with the task of determining what type of
files to provide our customers with so they can have the documentation
translated.
Currently, our delivered English documentation is via PDFs.

Has anyone run into this issue before? If so, what type of files to you
provide to your customer in order for them to translate?

For several reasons, as you can imagine, our team doesn't want to hand
over the source Frame files to the customer.
