Could someone tell me what QA people mean when they say that a bug has been regressed?

There are two possibles, depending on context:

1) A bug reported in a current version or environment has
been tested to determine if it is present in previous ones
(for example, a bug found in v3.x is tested to see if it
existed in v1.x-2.x, or a bug that affects a program in
WinXP is tested to see if it affects the program in W2K)

2) A bug has been fixed and the fix tested to ensure that
it has not introduced new bugs in other areas.
