I think this analogy is reaching a bit. There is certainly a potential issue
with sales engineers inserting statements about product performance in
documents handed off to prospective customers without adequate review
by product engineering to ensure that any claims made can be supported,
but customers and field service people adding case-specific notes to
documents was a common occurrence back in the days when manuals
were delivered in 3-ring binders, and is a capability that has been largely
lost in today's electronic documents.

Totally agree. Think of your docs as programmer source code. Would anyone
give the person making the request your programming language software and
allow them to "customize" the output? I hope not. Your documentation is just
like their code: a product produced by your company by a professional.
