GVIM for Windows.
It's lightweight (starts up fast, doesn't have crazy memory issues
if I run it with other programs, etc.), does darn near everything
you might ever want a text editor to do, and has syntax highlighting
available for every language and markup known to man.
It effortlessly reads and writes both unix and dos/windows text
formats. It doesn't randomly insert carriage returns into your text,
like some versions of notepad.
And it has Windows dropdown menus for it's many obscure functions
