Three tools immediately come to mind:
  Canvas (imports some CAD formats yet can generate really nice output, 
    combines vector and bitmap; I haven't used it but I hear that
    it's pretty easy to learn, and it's been on my wish-list for years)
  Autocad (very common in engineering companies, good to have on a resume,
    but the output always seems to look "CAD-like")
  Corel Draw (imports some CAD formats yet can generate nice output,
    combines vector and bitmap to some extent; I've seen contract writers
    use it successfully with engineering companies)
