My first question is.....why? Seriously, if you've got your content in RoboHelp, why transform that into XML for delivery?

However, there appears to be no way of viewing those files except via the DTD. When it's viewed, the code displays, and not the final output.

Right, because I assume when you say "view" you mean open them in IE or Netscape, right? These browser have built in stylesheets that are set up to display XML documents that way.

What you'll need to do is create a CSS and/or and XSL and link to them. This will give you the ability to format and also arrange the content from the XML files. Without really knowing why you're supplying these XML files, I can't offer much more help than that.
