That's like looking for medical transcriptionists with past experience
as a physician (OK, I know, not a perfect analogy).
IMHO the set of "tech writers with programming experience" has a small
intersection with the set of tech writers "who understand on a
programmer level" but they are not the same set. There are people who
make a career of this without ever having been hired as programmers.
What's wrong with the direct approach - simply looking for tech writers
who have experience documenting APIs and SDKs?
