Unless I am misunderstanding the concept of Just In Time (boy, I
remember this 'bright-shiny-new-thing' from a few years ago), it would
cover any Context Sensitive Help.

Context sensitive meaning that the help contents reflect the place on
the GUI where the user accessed the help. Thus, the information was
'just in time', as in 'I need to know stuff about this dialog now; click
help'.
