When he encounters people like this at work, my SO says that he purposely
bumps into them as they go by and then cheerfully says hi.

But some people are just jerks. I am also friendly and say hi to
everyone. There are some who just don't answer. I take them to be very
shy and low on self-esteem or else they would realize that they are
valuable enough to be spoken to. With those people, other than dragging
them to a therapist, you just have to treat them the way they indicate
they want to be treated and ignore them. It's their loss, but they are
clearly dealing with much larger issues than how to respond when someone
says hi.
