For anyone who will create a tech pubs dept from scratch, I would
strongly suggest you look into XML.
I used to use Framemaker here at FLIR Systems, but switched to an XML
system in 2002. The system consists of an XML editor, a VM system, an
automated batch formatter, and tools for administrating translation
project to up to 21 languages.
There was an article about it in the November issue of Technical
Communication. I understand Lisa will post the article at the TECHWR-L
in due time.
