Well, to put it quite bluntly, the response is utterly wrong and so typical of the stereotype of how other engineers and management treat technical writers. (So I guess the stereotype still hasn't lost its potency.)

If I could add a comment to that bug, it'd go something like this:

"Well that's simply faulty reasoning, creating a chicken-and-egg scenario.

"First the "cost" of creating a separate newsgroup is virtually nil.

"And who decides how much discussion is "enough?" Is 1 message a month enough? 10? 100? Maybe "enough" help-specific discussion doesn't occur in the eclipse.platform newsgroup because help developers prefer not to have their issues lost in the wash of non-help topics.

"And of course you don't see the "overall benefit;" you're not a help developer, and you have no clue of thier needs. A newsgroup's benefit is not measured in the number of posts, just like the quality of software isn't measured in the number of lines of code.

"You've marginalized this essential component of Eclipse application development and you've trivialized the people who would be doing that devlopment."
